Reaching the Hard-to-Reach: A Toolbox for Environmental Policy in Dialogue

How can environmental policy engage people who feel unheard or are drawn to populist narratives? This interim report presents the development and testing of dialogue-based formats aimed at reaching hard-to-reach groups. It outlines a methodological approach to defining target groups, selecting relevant topics, and designing participatory events. 

The tested formats, piloted in different regions, range from everyday conversation settings to creative engagement methods. The report includes practical guidance on implementation, reflection and on-site evaluation. Its aim is to identify new ways of fostering participation and communication that can strengthen democratic legitimacy and support the socio-ecological transformation.
