Municipalities: working together for a low-emission economy

More and more municipalities are discovering the need for a low-emission development path to combat air pollution and strengthen climate change mitigation. However, there is a lack of time, human resources and impulses to take appropriate action. International cooperation projects on municipal climate change mitigation are set to work here, enabling municipalities to learn together and exchange experience at eye level with those who have already tested innovative approaches.

This report highlights the added value of such an exchange from the perspective of 17 municipalities from Poland and Germany, who have participated in a three-year cooperation project that adelphi has implemented with financial support from the German Federal Environment Ministry and the German Federal Environment Agency. From the cooperation project concrete recommendations for the development of municipal climate partnerships are derived, which are enriched with compact checklists for conception and implementation.

The final presentation of individual experiences from four municipal climate partnerships provides an insight into the practice of inter-communal cooperation at European level - and encourages municipalities to take a look beyond their own nose.
