A core contribution of the F4CP project is to support Türkiye and Brazil as well as other countries in designing and implementing effective carbon pricing instruments and aligning with CBAM MRV requirements. A key goal is to build capacity, share lessons learned, and accelerate the transition towards low-carbon economies.
The project supported through Germany’s International Climate Initiative (ICI) until 2030 will be implemented by GIZ, UNIDO and adelphi global together with the Union of Chambers and Commodity Exchanges of Türkiye (TOBB) and the Brazilian National Service for Industrial Training (SENAI) as the local partners in Türkiye and Brazil respectively.
The launch event on the 8th of September during the Türkiye Carbon Pricing Forum 2026 in Ankara brought together a remarkable group of policymakers, regulators, industry representatives, and international experts. Dr Vera Rodenhoff, Deputy Director for International Climate Action at BMUKN, opened the event with a keynote that underscored Germany's commitment to advancing international climate action. Lewis Stevens, Senior Carbon Market Expert at the International Carbon Action Partnership (ICAP), brought real depth to the discussion on ETS design and implementation in Panel I. In the same panel, Elif Berrak Tasyürek, Head of EU Single Market and Green Deal Department at the Ministry of Trade, highlighted Türkiye's active engagement with the EU Commission on CBAM implementation – noting concrete progress within the Climate Dialogue Technical Working Group, including a submitted request to update the default cement emission factors and a forthcoming request for iron and steel products.
Canet Cengiz Durmus, Senior Manager at adelphi global, attending the event noted: "The timing of this project could not be more critical. Türkiye's ETS is at a pivotal stage of development, and F4CP provides exactly the kind of targeted support needed to strengthen its design and implementation. At the same time, CBAM is already a reality for Turkish exporters – and the private sector's preparedness for MRV reporting requirements will be decisive. Supporting that preparedness is what this project is built to deliver."
