The Peace and Conflict Research Working Group convened in Hamburg for their Annual Meeting This year’s event centered on climate change and it´s possible consequences for people to live peacefully together. Under the motto “Climate Change and Conflicts: Securitisation versus Preventive Peace Policy?”, over 130 participants discussed for two days the current political issues on security, cause-and-effects, and prevention strategies. Dennis Tänzler, Kerstin Fritzsche and Achim Maas presented the results of the EU process on climate change and security. The results were based on several regional studies that Adelphi prepared on behalf of the European Commission. As a result, different scenarios were developed, which were discussed with local experts in order to derive concrete policy recommendations. The Peace and Conflict Research Working Group is an umbrella organization of the German Peace Research Centre. The International Leadership Training (ILT) Launch in Saarbrücken The annual training programme on water and energy for specialists and executives from around the world is part of several broader InWEnt Capacity Building programmes. A total of 24 participants from ten countries convened at the inaugural conference in Saarbrücken with the desire and expectations to formulate their personal training measures. This aided Adelphi’s training team in developing a concerted programme that provides the participants the best possible support and help them to find suitable internships. In addition to a comprehensive insight to Germany’s energy and water industry, the participants received useful information about internship opportunities in Germany. The four-step training programme not only serves to improve the participants linguistic and technical skills, but also to build upon their personal development and provide practical working experience in-the-job-trainings. |

EMAS Helpdesk lead-managed by Adelphi On behalf of the EU Commission, the Helpdesk provides various stakeholders such as companies, associations, environmental organizations and interested public members with extensive information towards the European environmental management system. The topics include, among others, the registration process and elements for the amended EMAS Regulation. Since 2001, the Helpdesk has supported the Commission also in developing and implementing marketing and communications activities. Adelphi spearheads the Helpdesk’s European Public Relations outreach, which is jointly operated by several partners. The tasks include creating a one-year marketing plan, producing and distributing information materials, supporting the regular meetings of the EMAS Competent Body and the Regulatory Committee and maintaining the website. Re-launch of the Environment, Conflict, and Cooperation-Platform The information platform “Environment, Conflict, and Cooperation” (ECC) now appears with a new expanded range of topics and attractive design. A “Quick Access Button” guides the user directly to current topics such as “Climate Change and International Security.” Another new section focuses on environment and migration with publications and regional case studies. Other supplements such as comparative country analyses and a German language blog are already under construction. Since 2004, the platform has offered a professional exchange between the environment, foreign affairs, development and security policy, which has made an important contribution to coordinating these policy areas. A bi-monthly newsletter informs over 1,800 subscribers about current developments, publications, and events on environmental and resource protection as elements for a sustainable peace. Adelphi supports the European Commission´s CSR activities Corporate Social Responsibility (CSR) has gained a strong, influential role in the last few years.The EU Commission wishes to further promote the development of CSR and therefore founded the CSR High-Level Group, which is composed of representatives from EU Member States. Adelphi will support this group’s work during the course of one year. In conjunction with the EU Commission, Adelphi will prepare the biannual meeting of the High-Level Group (HLG) and also arrange for its conversion. Furthermore, Adelphi will support the scientific project and create together with its partners several studies on various aspects of CSR. On February 5, 2010, the Steering Committee held its first meeting that various HLG members, plus NGO representatives attended. |

A New Capacity Building Project to Increase Energy Efficiency in Nepal A new training programme for Nepalese professionals and managers will begin in early March with a planning workshop in Kathmandu. The goal is to increase energy efficiency through developing training and consulting capacities, especially in the industry, building and household appliance sectors. Target groups are mainly the Nepalese Bureau of standards and Metrology (NBSM), the Alternative Energy Promotion Center (AEPC), the Water and Energy Commission Secretariat (WECS) and the Federation of the Nepalese Chambers of Commerce and Industry (FNCCI). Furthermore, trainings and workshops will be conducted, a capacity building programme for South Asia developed, training materials created, network dialogues initiated and an internet platform for dialogues established. The project will be jointly carried out by Adelphi Research and InWEnt and implemented in close cooperation with the GTZ in the field. The responsible partner for the programme in Nepal is the Water and Energy Commission Secretariat. |

Adelphi trains young professionals from the Middle East, North Africa and Latin America From February 2010 to January 2011, 28 young professionals from private and public institutions in Latin America and the MENA region will participate in the International Leadership Training (ILT). This programme encompasses several comprehensive training seminars on management skills as well as specific energy and water topics. It thereby aims at fostering the participants’ technical know-how and their capacity to implement change within their institutions in their home countries. On behalf of InWEnt, Adelphi Research is organizing several seminars and expert visits to provide the participants with key management and technical skills such as organizational development, public awareness in the water sector and energy efficiency and renewable energies. The Events for the Five SEED Gold Winners was a Great Success The SEED Awards are annually awarded to support local environmental and development projects and are committed to philanthropic ideals and full engagement. The 2009 SEED Gold winners’ celebrations were organized by Adelphi Research for the first time and took place in Bangladesh, Colombia, Germany, Niger and South Africa. The awards were presented to the following initiatives: Kaite-Initiative in Zimbabwe for organic production; the Surya Hurricanes, which produce solar lanterns in Bangladesh; the Almodo-Initiative for a waste management system in Niger; Oro Verde for the development of environmental standards in mining operations in Colombia; and the Natural Justice Organisation that aids populations in Africa and South Asia secure access to natural resources. These projects will receive one year of additional development aid, each worth US $35,000. A New OSCE Study examines the impacts of climate change on peace and security Adelphi Research, Chatham House and CIMERA prepared a research study on the possible risks and impacts of climate change that are destabilising the effects of peace and security in four OSCE regions. If the ramifications become destructive in the next few years, the development of preventive strategies and solutions will have a special significance. Achim Maas, Project Manager at Adelphi Research, presented the results of the study at the annual OSCE staff meeting, held in Vienna, 3 February. The study will serve as an input paper for developing scenarios that can be used in the OSCE regions, thereby providing a basis to establish concrete measures that avoid conflict. The study is scheduled to be published in late February/early March 2010. |

Climate Conference and Energy Security Policies The conference titled “Are Global Climate change and Energy Security Policies at a Crossroads?” brought together expert policymakers, researchers and civil society to Berlin on 25 January 2010. The participants analysed the results of the recent climate summit in Copenhagen such as the political challenges concerning climate change and security. Further topics discussed included synergies and interactions between climate change and energy security policies. The event was jointly conducted by Adelphi Research, German Watch and the German Institute for International and Security Affairs (SWP), which was part of the “Civil Crisis Prevention – Environment and Resources” project, funded by the Federal Environment Agency and the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. New Concept to analyse Potential Environmental Conflicts The G-MOSAIC’S working group on crisis indicators has developed an innovative concept to analyse potential environmental conflicts. The concept is based on a complementary use from analytical instruments, which were until now only individually applied, not in combinations. The European Joint Research Centre (JRC) will lead the working group’s initial results in late April 2010, in Ispra, Italy, at which time Adelphi Research will provide its expertise in environment and conflict. The primary goal of G-MOSAIC is to use geo-spatial data as a tool for early warning crisis indicators and crisis management. In additional to the indicators, instruments for analysing disaster situation will be developed. This has already been implemented in Haiti after the devastating earthquake hit on 12 January 2010. Climate friendly investments: Minister Röttgen presented the opening address at the Climate and Finance Action Week Between 25 – 31 January 2010, the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) hosted for the first time the “Climate and Finance Action Week” in cooperation with scientific partner Adelphi Consult and renowned financial service providers throughout Germany. The kick-off to the event series, which was held on the 25 January 2010 at the KfW Banking Group in Frankfurt am Main, set the tone for the conference. Federal Environment Minister, Dr. Norbert Röttgen, clearly stated in his opening address that “climate protection is closely linked to innovation and economic modernisation strategies for Germany.” The study, prepared by Adelphi and INrate, demonstrates climate-friendly, potential capital investments by comparing similar rates of return to greenhouse gas emissions that average about 42 percent lower than the conventional products.
